Why an Insider would want to pause out of the box?

That is not what this does, it just sets the intended setting for the maximum allowed pause duration. It does not toggle a pause.

Setting the pause duration is not as important as unsetting it. Right now, if one enrolls through the Settings app but unenrolls through your script, the maximum pause duration stays at seven days (tue default for Insiders), which is much below the default of 35 days for non-Insiders.
