arch: x64on the Apple Silicon (arm64) macOS runners; v2 silently ran x64 Julia under Rosetta. The macOS job now usesarch: aarch64, i.e. native Apple Silicon Julia, which should also be much faster (the x64 job took about 20 minutes).Also adds a CHANGELOG entry under v0.3.12.
