Reviewed exact head 9d091213e255c474164c033230a2deb8243ccdee in an isolated checkout. The one-line change routes Design discussion to the public organization Discussions hub. Live repository metadata confirms Discussions are disabled on cA2A and enabled on .github; an anonymous HTTP request to the new URL returned 200.
The YAML parses, and the security-advisory link, TRACE proposal link, descriptions and blank-issue setting are preserved. The commit has the required Signed-off-by trailer. The diff check and merge simulation against fetched main passed; hosted checks are successful or expected skips. Approving.
