Add Frequency Agent Execution Assurance integration

Adds the Altru.dev Frequency Agent Execution Assurance integration as a Community-tier TRACE consumer.

The integration verifies standalone TRACE Trust Records with a caller-supplied trusted issuer key and projects bounded verified fields into Frequency's public external-evidence contract without promoting TRACE verification into claims about external effects, hardware attestation, transcript binding, execution authority, or signing-key-to-runtime binding.

Current reproducible public target:

Since the initial submission, the public Frequency repository has added:

• an executable authority → execution → independent observation → evidence conformance evaluator;
• trusted observer identity and Ed25519 observer-attestation checks;
• signed closing commitments and fail-closed claim ceilings;
• adversarial tests for post-authorization mutation, stale authority, self-observation, evidence removal/rewrite, observer spoofing, and claim promotion;
• a non-executing Thrixel/world reference workload adapter that binds a pinned external workload into the same public conformance contract.

The Thrixel reference adapter is separate from this integration's TRACE role. It does not contact Thrixel, enable publishing or financial operations, or imply Thrixel/AgenTrust certification.

Validation on the exact public target:

• Frequency public suite: 28 tests PASS
• TRACE Level 0: 8/8 checks PASS from the original conformance run
• integrations validation: 43 integrations, 0 failures
• compatibility validation: 0 failures
• Python compile: PASS
• claim boundary explicitly reports signing_key_runtime_binding_verified: false
