Align with the canonical maintainer coverage rollout.

The approval gate reads generated policy from the reviewed base commit and retains independent current-head human review. The initial deployment fallback is restricted to its exact base commit. Active TRACE conformance navigation points to trace-spec/conformance.

Primary/backup routing, verified write access and pending capacity/publisher checks are recorded centrally. No access grant or new appointment is claimed. Validation: nine approval-boundary tests passed and all 11 generated snapshots matched the canonical record. Repository CI and independent review remain required.

The link checker twice received HTTP 503 from seven existing GitHub HTML source links. Their files were verified through the API and direct source endpoints. The links now use raw.githubusercontent.com with the same repository, ref and path; pinned versions are unchanged and no links were excluded from validation.
