Adds Webarchiv Österreich to the public provider set, with snapshot listing and raw capture reads. Its index works reliably when the query uses the HTTP form of one specific URL, so wildcard lookup stays unsupported. The full test suite passes, and a live check against
onb.ac.atreturned both listing and content.
