When a DRAM pool runs short of capacity, eviction currently scans and restores candidates from unrelated pools before finding useful victims. Maintain candidate heaps per pool and search only pools that still need space.
Preserve policy score ordering, tie-breaking, and whole-key eviction, including keys spanning multiple pools. Layer labels sharing a pool continue using the same candidate heap.
Extend existing tests to verify that unrelated candidates are skipped and that ordering and heap compaction remain correct.
