Pin CI/CD to run on ubuntu-24.04

Description of Change

Pin GitHub Actions to use ubuntu-24.04 instead of ubuntu-latest.

Assumptions

We prefer stable CI/CD over automatically using the latest OS images.

I also started preferring this recently. Though the publishing job would be stable regardless because there's not many system deps in there and most stuff is happening in a container.
