Purpose of Changes and their Description

Update CometBFT to v0.38.17

Are these changes tested and documented?

  • If tested, please describe how. If not, why tests are not needed. -- Build locally, started chain. Protos recompiled, no change.
  • If documented, please describe where. If not, describe why docs are not needed. -- No need: internal patch update
  • Added to Unreleased section of CHANGELOG.md?
