What does this PR do?

Added Russian translation for the Policies documentation page (docs/ru/policies.mdx).

How did you verify your code works?

I am a native Russian speaker. I have manually reviewed the entire translation to ensure it is accurate, uses proper technical terminology, and sounds natural. I also verified that the Markdown tables and code blocks are formatted correctly.
