FEAT: Adding DRC inside pyedb

Adding:

• Minimum line width
• Minimum clearance (net-to-net, layer-scoped, wild-card support)
• Minimum annular ring (drilled holes)
• Copper balance (layer or arbitrary polygon zones)
• Back-drill stub length verification
