This PR adds a Community Tooling section that introduces the open-source
ai-agent-skillsCLI for installing and managing Agent Skills across multiple coding environments. The tool adheres to the Agent Skills specification and is compatible with the skills in this repository. This addition may help developers discover ecosystem tooling that simplifies cross-agent skill installation and integration.Related to #153
