feat: remove query and init shell prerequisites

Summary

• replace jq-based active-claim query selection with pure TypeScript
• reduce init prerequisites to Node.js 18+ and Git
• remove jq from performance CI while preserving labeled legacy-validator quality coverage
• add query ordering, post-validation race, native Windows init, and regression tests

Verification

• 29 focused query/init/docs tests
• 297 functional/security tests passed; 3 expected skips
• 2 package E2E tests passed
• 5 isolated performance tests passed
• typecheck, validator drift check, and package smoke passed

Scope

• keeps validate.sh and the compatibility fallback
• does not change update or claim native Windows support
• Phase 5 packaging, CI, docs, and release work remains separate
