Fix BurstFilter documentation regarding the level parameter

I've discovered that the BurstFilter implementation and documentation differ in regards to the treatment of the level parameter. This PR addresses that by adapting the documentation, since my feeling is that this is saver than adapting the behavior of implementation.

Important

Base your changes on 2.x branch if you are targeting Log4j 2; use main otherwise.
