Build the site in CI on Linux only - #13721

The site does not depend on the operating system; building it on macOS and Windows too cost about 61 runner-minutes per build on master. Every JDK still builds it, since Javadoc output changes with the JDK.

Port of #13720 to
maven-4.0.x, for #13719: thefull-buildjob builds the site and installs Graphviz only on its Linux cells; macOS and Windows keep the build and tests.
