Verified against a real bot pull request (#36): GitHub does create the `pull_request` run for a pull request GITHUB_TOKEN opened, but parks it in `action_required` until a human approves. The earlier comments claimed the run was suppressed entirely. The dispatch step is still what makes the checks execute unattended — the reason was just stated wrongly.
