ci: publish to ghcr.io/authzed, bump Debian 12->13 and Go 1.26.2->1.26.3 - #1

Replace upstream's build_pr.yml/build_tag_and_main.yml (which push to ghcr.io/jimmidyson) with a single ci.yml that lints, tests, and builds in this fork's own namespace. Also bump the base images, verified locally: - gcr.io/distroless/static-debian12 -> static-debian13 (13.8+deb13u7), since the currently-deployed v0.14.0/v0.15.0 images are pinned to Debian 11.10, which is EOL. - golang builder 1.26.2 -> 1.26.3, which fixes GO-2026-4918 / CVE-2026-33814 (jimmidyson#210), an open upstream issue as of this writing. golangci-lint flags 3 pre-existing errcheck issues in configmap-reload.go unrelated to this fork's changes. Rather than patch upstream source to satisfy a lint bar this fork isn't otherwise adding, just build and test. INFRA-1821
