Add cbor cloudwatch customization & query compat codegen fix

Description of changes:
An errorName mapping customization we have for cloudwatch (json), added for Cbor. Fixed queryCompatable trait only being applied for json protocols, and fixed query compat header not being added for Cbor requests.
