fix(amazonq): suggestion not visible in remote for 24.3+

Description

Suggestions are not visible in remote starting JB 24.3 due to intellij changed their implementation, according to intellij team, in order to use the old implementation, we need to set the "inline.completion.rem.dev.use.rhizome" key to false

tested in 24.3 and 25.1 remote, can see suggestions:
