This configuration file tells GitHub how to generate a release document that more closely resembles what we'd like.
Call-outs:
This config can strip out things we don't want, like dependabot PRs, from showing up in the auto-generated release notes.
Testing:
How is this change tested (unit tests, fuzz tests, etc.)? I can't get this to work on my fork... GH has no guidance on testing.
