Hey, I just made a Pull Request!

This PR aims to cover some test coverage gaps for the quay plugins, with a focus on Backstage integration. It also adds contributor guides with steps for running the plugin dev/ harness and a short manual smoke checklist.

One bug was created from this investigation - Quay backend permission middleware continues after 403 DENY - Could have been worked on under this PR, but I chose to separate it to keep the scope of this PR just on the CI Bump Trust effort.

This effort is primarily being worked on to increase our trust in green CI when merging Backstage version bumps.

The CONTRIBUTING.md and README.md structures follow the pattern already used by the other plugins revised during the CI bump trust feature.
