Refine shape of capital/lower Half H (Ⱶ/ⱶ/Ꟶ/ꟶ).

This is a continuation of #2670 which further unifies half H with the metrics of F, even under monospace.

The left/right values of the crossbar of half H are taken directly from F, and the then glyph is centered to Middle since there is no top bar of F on these characters to fill the negative space leftover otherwise.

The images below compare this PR with version 32.5.0 since I didn't save the screenshots from #2670 , but if they are truly necessary then they are still accessible in the body of that PR.
