Move Android dependency installation from Chaquopy into Briefcase's xbuild environments during
createandupdate -r. Existing projects must be regenerated, and 32-bit Android targets are removed.Depends on Android template PR #134 and xbuild PR #108 for Python 3.11/3.12 support; xbuild is temporarily pinned to that PR's commit.
Validation: 4,382 suite tests passed with 100% coverage, plus lint/docs checks and Python 3.11/3.12 APK builds.
