Restore packaged smoke to OTP 29.0.6 when Burrito ERTS is available #83

Context

OTP 29.0.6 is the Wardwright project and release runtime because it includes security fixes, including CVE-2026-75538 and HTTP-client hardening. On 2026-09-01, Burrito/Beam Machine did not yet publish the Linux x86_64 precompiled ERTS archive for 29.0.6, so the non-publishing packaged-smoke job received HTTP 404.

PR #82 temporarily pins only that compatibility-smoke job to 29.0.5. App CI, local tool manifests, Tinfoil configuration, and every release/publish job remain pinned to 29.0.6. No 29.0.5 artifact should be released.

Done when

• the Burrito precompiled OTP 29.0.6 archive is available for every Wardwright release target
• packaged smoke uses exact OTP 29.0.6
• CI packaging and smoke pass
• this temporary compatibility exception/comment is removed
