Original Issue Description

Currently, OpenClaw (v2026.3.2) only seems to scan the first level of the ~/.openclaw/skills/ directory, which makes multi-skill bundle organization difficult. The proposal is to restore recursive scanning while skipping irrelevant directories (e.g. .git, node_modules), stopping recursion at discovered skill roots (SKILL.md/manifest.yaml), and optionally allowing configurable scan depth.
