In supergroups, quoting of any message gets
message_thread_idset even if the supergroup doesn't have topics. This causes botman to respond to such messages using the samemessage_thread_idbut since topics don't exist such messages are not displayed anywhere.This PR makes an additional check of
is_topic_messageto make sure it's a supergroup with topics and only in that case sets themessage_thread_id.
