The docs don't mention a minimum, and allowing 0 retries does kinda make sense 😉 .

(You can maybe say

The following is a valid pipeline:

steps:
    - command: hug-someone
      retry:
          automatic:
              - exit_status: 200
                limit: 1
              - exit_status: "*"
                limit: 0


          Allow 0 retries
