…hboard page. Display current path (for debuging) and link to dashboard on all pages at the bottom. Must figure out footers. New method to show Skill level as a string.

Model, View, and Controller for Skills and SkillHoldings:
Skill contains just the :name string and has many Users through SkillHolding.
User has many Skills through SkillHolding.
SkillHolding contains a (Skill) :level integer and belongs to User and Skill.
This allows a User to have a Skill and will save a Skill :level.
