Translates the repo's documents and config to English to match the byte5ai public OSS family (omadia, omadia-ui, anp are all English). Covers plan.md, research.md, CONTRIBUTING.md, the engineering-standards marker, CI comments and script/setup. GitHub issues, milestones, labels and comments were translated separately via API. README and LICENSE were already English. No content changes — translation only (the ci.yml docs check now also covers README.md).
