Fix profile resolution inspection verdict

Summary

• Preserve profile-resolution failures as profile_resolution_error instead of helper_plugin_error
• Add regression assertions for missing and unreadable explicit inspection profiles
• Update helper-facing docs and dogfood scripts to use inspect/inspect-closeout command names
