Need to enable tx indexing in the celestia-appd Docker image that is used in interchain test because:

I'm observing that commits on PRs in celestia-app don't push Docker images to GHCR. I expected them to push considering we have workflows for it. But I think it's not pushing because this PR was created from a branch on a fork.
