Fixes: MON-209537

Description

Double delivery during the Artifactory-to-Pulp migration, as already done in centreon, centreon-collect, centreon-modules, centreon-plugins and centreon-plugin-packs. The packages of this repository land in Artifactory's rpm-plugins / apt-plugins-*, so their Pulp home is the plugins repository family (no version segment, same as centreon-plugins).

  • Every packaging workflow (lua-*.yml, stream-connectors-lib.yml, stream-connectors.yml) gets a deliver-pulp job next to deliver-rpm / deliver-deb, same needs and stability condition: testing/unstable packages are uploaded with package-delivery-pulp; on master (stable) the testing packages are promoted with promote-to-stable-pulp, keyed on the release/hotfix branch of the merged pull request (same lookup as centreon-plugins). Matrix: el8, el9, el10, bookworm, trixie — the distributions the Pulp plugins repositories cover; jammy/noble stay Artifactory-only, as for the plugins.
  • Debian bullseye is dropped from every matrix (packaging, tests, Artifactory and Pulp deliveries) and its packaging image is removed: Debian 11 left the debian-security archive, the image could no longer install its build dependencies (404 on python3.9), and the failing package bullseye job blocked every delivery of the workflow. Two now-dead bullseye branches remain in shell conditionals (lua-cffi.yml, test-packages/action.yml), harmless.
  • get-environment.yml exposes release_type (release, hotfix or empty), which selects the testing-release / testing-hotfix Pulp repository.
  • .github/actions/{package-delivery-pulp,promote-to-stable-pulp,pulp-repository-properties,setup-pulp-cli,parse-distrib} and .github/scripts/pulp/ are copied verbatim from centreon-plugins (develop).
  • The new jobs are blocking (no continue-on-error), in line with MON-209532, and run on the internal centreon-ubuntu-22.04 runners: pulp-api.int.centreon.com is not reachable from GitHub-hosted runners. This repository only used hosted runners so far — if the label is not available to it, the jobs will stay queued and the runner group needs to be extended.

Merge order: the Pulp side must first allow this repository to write to the plugins domain (delivery-tooling PR linked on the ticket, deployed by ArgoCD on dev and prod); until then the new jobs fail on authorization.

How to test

Every workflow parses and lints. On a develop push after the delivery-tooling change is deployed, the deliver <distrib> on pulp jobs upload the packages and their verification step finds them on packages.int.centreon.com; a release/hotfix branch delivers to the matching testing repository; a merge into master promotes them to stable.

Every packaging workflow gets a deliver-pulp job next to the Artifactory
delivery: testing/unstable packages are uploaded to the pulp plugins
repositories (el8/el9/el10, bullseye/bookworm/trixie; jammy/noble stay on
Artifactory) and stable is a promotion of the testing packages, keyed on
the release/hotfix branch of the merged pull request. get-environment now
exposes release_type, which selects the testing-release or testing-hotfix
repository. The pulp actions and scripts come from centreon-plugins.

The pulp jobs run on the internal runners, whose labels actionlint does not
know; ignore them the way the other repositories do.

Debian 11 is out of the debian-security archive: the bullseye packaging
image can no longer install its build dependencies (404 on python3.9), so
every package job failed and blocked all the deliveries of the workflow.
Drop bullseye from the packaging, test, Artifactory and Pulp matrices and
the unused packaging image.
