fix(ci): pulp deb promotion and token refresh in delivery loops

Description

Fixes MON-210852

Port of the centreon-plugins stable promotion fixes (centreon/centreon-plugins#6462, centreon/centreon-plugins#6465). Stream connectors share the plugins pulp domain and suites, so the scripts are now byte-identical to the centreon-plugins ones promoted in CI on 2026-09-30.

• promote-deb: the testing Packages index is read from a file instead of piping curl into awk ... exit (curl 23 under pipefail on the ~730 KB plugins testing index)
• promote-deb: testing and stable share the plugins domain and the plain codename suites, so the stable release component is already associated at delivery; the before/after diff is empty and the admin-only fallback answered 403 on every multi-package deb promote. The single association is now reused
• delivery/promote/check loops refresh the pulp OIDC token on every iteration instead of every 40 (expired token → 403 → false missing packages in check-deb)
• validated: download on the live plugins testing indexes (bookworm, jammy, sha256 match), shared release component checked on stream-connectors / lua-cffi packages (1 association, same unit in apt-stable), token refresh simulation (old ~51 expired calls per run, new 0), shellcheck unchanged
