Merging the onboarding config as it came would put two bots on the same
dependencies: Renovate detected every workflow as github-actions, which
Dependabot already updates weekly, and would have opened its own pull request
for the same action pins.

Renovate is left with one manager instead -- a regex one that reads a version
out of a workflow when a comment above it names the datasource. That covers
what no package file declares: a tool a run: step installs, and a version
handed to an action as an input. The yamllint pin is annotated as the first of
those.

The OpenTofu provider is the other thing nothing was watching, and Dependabot
does read terraform, so it gets that rather than Renovate -- one bot per kind
of dependency, which is the whole point of the split.
