Scope

Raise the full release-green package lane's shared budget from 20 to 40 minutes on main. Build, SHA stamping and package validation still share one deadline and stop on failure. Quick mode stays at 20 minutes; boot validation keeps its separate 15-minute limit.

The current main run timed out in build:cli after 1,201,732 ms. #18693 made the corresponding release-side change, and full package and boot validation passed on release 075d6e5.

This three-file patch can also be adopted by #18345. It applies cleanly to that PR's 5ef30a12 head. It does not include or replace the rest of that candidate.

Validation

• The budget regression fails on main@55ccad49 and passes with this change.
• 15 focused tests pass on both this candidate and the patch applied to fix(ci): recover main quality gates and deterministic validation #18345.
• A separate local mock harness passes shared-budget accounting, build/stamp/package ordering, failure short-circuiting and budget exhaustion. That harness uses an export-only instrumented copy; it is not included in the PR and does not run a real build.
• Targeted lint, formatting, syntax checks and normal commit hooks pass. The cancellation test covers same-process-group cleanup, not separately detached descendants.

⚠️ base-red inherited: #17267. The full main build/package/boot run, complete test suites and hosted CI on this head remain unverified. Forty minutes does not guarantee main is green; its other failures still need separate validation.
