core/package.json installs nothing, but the nested pin guard fails lint when it disagrees with root. Dependabot moved root only.

Replaces #5976. That PR bumps the root
markedpin from 18.0.12 to 18.0.14 but fails Lint Check: the nested manifest pin guard (#5936) flagssrc/frontend/packages/core/package.json, which still says 18.0.12.This keeps Dependabot's commit unchanged, so the release notes still pick up the bump through its
chore(deps)prefix. A secondchore(frontend)commit syncs the nested pin.bun.lockchanges onlymarked(18.0.12 → 18.0.14) against develop. The branch is rebased onto the current develop, and develop's jsdom, baseline-browser-mapping, ng-packagr and happy-dom bumps are intact.Verification:
bun install --frozen-lockfilepasses,bun run lintpasses, and the pin guard reports 38 matching declarations.
