What
Version bump from 0.13.0 to 0.13.1 (patch). Updates workspace Cargo.toml, 3 intra-workspace dependency references, and Cargo.lock.
Why
Patch release for security hardening, data integrity fixes, and N+1 query elimination shipped in #968–#987. No breaking changes, no new features visible to consumers.
