fix: Apply same restrictions on ingredient deltas as active manifest for validation state c2pa-rs#1624 changes validation logic to stick better to the spec in regards to ingredients handling. This change comes in with this version bump (v0.78.3)
That logic change is in version 0.78.3 of c2pa-rs, release PR chore: release c2pa-rs#1933
