Issue description: Text that refers to labels being "in" functions or statements is not meant to include labels inside lambdas and local classes. This occurs in [stmt.label]/1, [stmt.label]/3, [stmt.switch]/3, and [stmt.goto]/1.

Suggested resolution: Perhaps extend the definition of "enclose" to include labels and then use "enclose" where appropriate.
