Polish dashboard IA and sticky rankings filters

Summary

• strengthen the dashboard IA with a clearer State Explorer experience and more prominent header/nav treatment
• add sticky rankings filters plus richer metric context, pinned comparison cards, and helper copy
• reorganize the state page into snapshot, priority metrics, and full metric sections with compact metric badges
