- Add AddBasicPAdESElectronicSignature sample demonstrating PAdES digital signature without a signature policy. - Register sample in tasks.py for CI build and run. - Update Security README with sample description.

Note: I've manually tested that the sample runs and that the signature is present on Mac ARM. |
