This PR introduces ICRC-522, a standard API for privileged mint and burn operations in ICRC-ledgers. It defines icrc522_mint and icrc522_burn methods, the canonical tx mapping, and recording of operations using block kinds defined in ICRC-122. The goal is to provide a reliable, auditable interface for supply management in stablecoins, RWAs, and other administrator-controlled tokens.
