This PR enables the bot to process balance reports (e.g., 'saldo saya 1.5jt'). It includes a new database function to calculate the current net balance and logic in the NLP handler to create reconciliation entries ('Penyesuaian Saldo') when the reported balance differs from the recorded one. Closes #34
