Adds Codex-oriented remote discovery repair so GUI-launched Codex can find and use the shim reliably, including an
upstreamremote repair command and checks surfaced through bootstrap/doctor.why
Recent Codex app builds probe repository and PR state in ways that expect GitHub-like remote configuration. This branch makes the shim guide users toward the missing repo shape instead of leaving Codex to report GitHub CLI unavailable.
