Task 1 (the full triaged scope): the chronic duplicate-id carryover evidence was delivered upstream as one intent-ping comment on skrabe's open CC 2.1.170 adoption PR:

Evidence as re-verified before posting (PR head e096008)

• 3 byte-identical duplicate pairs in data/prompts/prompts-2.1.170.json, carryover stamps 2.1.94 / 2.1.69 / 2.1.20; same pairs confirmed present in prompts-2.1.141.json on his main (which also had a since-resolved fourth, system-prompt-version-banner-detailed ×2).
• system-reminder-cross-session-peer-message-authority-warning ×4: one live 4-piece 2.1.169 template + three byte-identical stale 2.1.167 single-piece literals; trajectory 0→1→1→4 verified across 2.1.165/167/168/169 on main.
• No dup-id check in tools/ or skills/showtime/driver.mjs at that head (fresh clone of the fable-cc-2.1.170 branch, grep clean).

Comment followed the cockpit intent-ping form: evidence + reproduction recipe, cost stated, explicitly not asking him to block the PR; root-cause framing per his tweakcc-fixed PR #6 review bar (ADR 0007).

Scope held

• Escalation to a prepared draft PR stays defer-with-watch (backlog row D6) — untouched.
• Leaf ask: make escape-or-not mechanical — per-prompt delimiter context in extraction output or an escape audit (draft + intent ping) #96's ask (same upstream PR) is now sequenced clear to go after this comment.

Docs-only: docs/plans/roadmap.md #93 row → Done, moved to the Done census. pnpm test (130 passed) + pnpm typecheck green.
