Summary
This PR updates all of the npm dependencies that don't require upgrading React.
This PR also upgrades Yarn and sets the
minimumReleaseAgeconfiguration to 1440 (1 day), to limit installing very new packages. See https://pnpm.io/supply-chain-security for rationale.
