pytest 9 requires Python >=3.10, so the Dependabot bump failed on 3.8. Move CI, the Lambda runtime and test/function dependencies to 3.12. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Description
The Dependabot pytest 9.0.3 bump fails CI because pytest 9 needs Python >=3.10 and the workflow uses 3.8.
This moves CI and the cwlpack Lambda runtime to Python 3.12, bumps the pins that don't install there (pytest, pytest-mock, boto3, pylint, pygit2, sbpack), and fixes the
.pylintrcinit-hook. It also addresses SonarCloud install warnings (npm ci --ignore-scripts,pip --only-binary :all:, pinnedaws-sam-cli), bumpscheckout/setup-node/setup-python, and pins runners toubuntu-26.04.Issue
