[TASK] UX Feedback: Listing Table #33256

Description
We have some feedback from UX team that we need to work on.
Acceptance Criteria
- Make the title of the table have a minimun width (250px) and in case it overflows make the table horizonally scroll able
- Change the Empty State description to: Add an item to get started, or check your filters to make sure all items are visible.
- Fix the hover state on loading, it's appering
- Add Language Column to the Table.
- Remove Move Workflow action from the Context Menu
- Remove Accessibility clear button on Chrome
- Fix Defect of adding assets on parent folders instead of selected
- Fix loading state on table, make it stable and fix skeleton styles
- Fix Sort by type, should be contentType not baseType
