[TASK] Add Content Drive tool to dotCMS starter #33424

Description
We need to start showing Content Drive feature on our demo instance, so let's create a new starter with the tool activated by default and a learn more link that points to our community so the users can interact with dotCMS team meanwhile we develop the feature by using this link https://community.dotcms.com/t/check-out-an-early-version-of-our-content-drive/242?u=marcboutillette
This will help showcase the new Content Drive functionality to users and provide them with a direct path to engage with the dotCMS team for feedback on this major backend improvement.
Acceptance Criteria
- Create new dotCMS starter with Content Drive tool pre-configured
- Content Drive tool is activated by default in the latest starter
- Test starter deployment to ensure Content Drive is immediately accessible
- Verify community link opens correctly and provides proper context
- Deploy starter to demo environment for user testing
- Add "Learn More" link that directs to the community forum post (https://community.dotcms.com/t/check-out-an-early-version-of-our-content-drive/242?u=marcboutillette)

Additional Context
Content Drive is a major improvement to dotCMS content and file management. This starter will serve as a showcase for the feature while it's still in development, allowing users to provide early feedback through the community forum.

The log for the empty say : Approvals required. I dont known why, this changes are not based on PRs, and the URL was generated, so i think we can use it, but if anything fails like 404, permissions or something, we can double check that message.
