Matches the SDK pin this PR sets in global.json. BootstrapSdkVersion names the folder the bootstrap SDK is installed into and that freshly-built MSBuild is overlaid onto, so leaving it at preview.7 while global.json moves to rc.1 makes the build acquire rc.1 but run from the preview.7 layout, and Roslyn then fails to start.
